Your meter may have a leak indicator, which may be a small silver wheel or a triangular dial. When the leak indicator is moving, it is showing that you have a leak.

If you have no leak indicator on your meter, you can stop all water by shutting it off and then watch to see if the numbers continue to climb. If you are not using any other water and your water to the house is shut off they should completely stop.

If the meter indicates water is still flowing then you have a leak and it is located outside the house, between the meter and the shut off valve.
